چکیده

هدف پژوهش، تدوین الگوی عوامل فردی–روانی و فرهنگی مؤثر بر جانشین‌پروری در معاونت تربیت‌بدنی و سلامت وزارت آموزش و پرورش بود. پژوهش حاضر به لحاظ هدف کاربردی است و با روش آمیختة کمی و کیفی و در چارچوب مطالعات توصیفی-پیمایشی انجام شد. جامعة آماری 15 نفر از خبرگان و در بخش کمی، کلیة مدیران و کارشناسان تربیت‌بدنی و سلامت معاونت تربیت‌بدنی سلامت وزارت آموزش و پرورش و ادارات کل تابعه بودند که بر اساس نمونه‌گیری تصادفی طبقه­ ای و با فرمول کوکران، تعداد 400 نفر انتخاب شدند. ابزار پژوهش، پرسش‌نامة محقق ساخته که با روش دلفی حاصل و شامل 27 عامل مؤثر بر توسعة جانشین‌پروری بود. روایی آن را 10 نفر از خبرگان تأیید کردند و پایایی آن با آزمون آلفای کرونباخ تأیید شد (93/0= α). تحلیل داده‌ها به روش دلفی و تحلیل مسیر رگرسیون و برای معناداری از رویة بوت استراپ و برای مشخص کردن میزان اثر از ضرایب مسیر استفاده شد. برای سنجش روایی با نرم‌افزار پی.ال.اس از روش همگرایی و افتراقی استفاده شد. براساس یافته‌ها و نظرات خبرگان، الگوی احصا شدة نظام مدیریت جانشین‌پروری شامل پنج آیتم فرهنگ‌سازی سیستمی، بسترسازی، عوامل فردی-روانی، عوامل سازمانی، عوامل فرآیندی و 27 زیر شاخص است. می­ توان گفت که بستر‌سازی فرهنگی، استقرار نظام مدیریت استعداد و تحکیم شایسته‌سالاری در چارچوب آموزش و توسعة مهارت‌ها و به کارگیری نظام ارزیابی عملکرد به توسعة جانشین‌پروری کمک فراوانی خواهد کرد

چکیده [English]

The purpose of this study was to develop a model of individual-psychological and cultural factors that affect the succession process in the Deputy of Physical Education and Health in the Ministry of Education. The present study is applied research in terms of purpose conducted by a combination of quantitative and qualitative methods. The statistical population of qualitative section was 15 experts while in the quantitative section, 400 managers and experts of Deputy of Physical Education and Health in the Ministry of Education based on stratified random sampling using Cochran's formula were selected. The research instrument was a researcher-made questionnaire obtained by the Delphi method, which included 27 factors affecting the development of succession. The face validity of this questionnaire by 10 experts, and its reliability by the Cronbach's alpha test (α=0.93) were confirmed. Data were analyzed by Delphi method, and regression path analysis and the bootstrap method were used for significance and path coefficients have been used to determine the effect.  In addition, the convergence and differential method was used to measure validity with PLS software. Based on the findings and opinions of experts, the calculated model of succession system includes five themes of systemic culture, bedrock, individual-psychological factors, organizational factors, process factors, and 27 sub-indicators. It can be said that creating a cultural context, establishing a system of talent management and strengthening meritocracy in the framework of training and development of skills, and using a performance appraisal system will greatly contribute to the development of succession breeding.
